- The California Basic Educational Skills Test (CBEST) was designed to test educators for basic knowledge and skills in mathematics, reading and writing. The test does not test the ability of he educator to teach these skills. In 1984, the Oregon Teacher Standards and Practices Commission (TSPC) adopted the test to test the basic skills of educators in the state. The California CBEST is thus used by educators in Oregon and California. The CBEST exam is administered by the Evaluation Systems group of Pearson.
